Healthcare Advocate

Summary: This position is responsible for educating and assisting clients with applying for Medicaid, enrolling into Medicare Savings programs, and selecting a Medicaid Managed Care or Managed Long Term Care plan that best suits their needs. The health advocate will also be responsible for providing advocacy to clients to obtain proper community-based services,help to appeal proposed cuts to attendant services,denials of durable medical equipment, and discontinuations from Medicaid. |
Duties: Maintain detailed case notes on casework. Provide assistance and guidance to clients applying for Medicaid. Obtain medical documentation needed for obtaining proper community based services and supports (e.g attendant services). Negotiate with providers of Long Term Services and Supports (be it a Managed Care plan or a local Department of Social Services) to advocate for proper services and supports for consumers. Educate clients on different Medicaid Managed Care plans available and provide assistance enrolling or transitioning. Inform consumers of their legal rights under Medicaid, particularly in regards to attendant services. Collaborate with other consumer advocates to formulate policy proposals and discuss guidelines and regulations governing Medicaid Managed Care so we may better advocate for consumers. Communicate with the New York State Department of Health to advocate for policy proposals designed to strengthen consumer rights. Work with consumers to submit complaints regarding their Managed Long Term Care plans to the New York State Department of Health. Provide representation throughout the fair hearing process. |
Skills: Knowledge of the ACA and NYSs transition to MCOs and its implications for PWD. Ability to communicate in Spanish or ASL is a plus. |
Qualifications: A Bachelor’s degree in a Human Services related degree and two (2) years of experience providing service to persons with disabilities. A strong commitment to promote and advocate for the full integration of individuals with disabilities. Creativity and comfort in dealing with a wide range of diverse individuals and situations. Valid Driver’s License, Reliable means of transportation. Must have a strong commitment to promote and advocate for the full integration of individuals with disabilities.
